I would check your email for any failure to pay notification, check your bank statement for overdraft charges related to this issue and respond to the collections agency that you refuse to pay on the grounds of failure to notify, and you will see them in small claims. If the collections agency could find me then the company involved in issuing the ticket should have been able to find me. Here is the thing that saved me I suppose, in the same letter I explained that my address was changed with the DMV prior to the ticket being issued and a forwarding address was filed with the post office also before the ticket was issued.
